Features of this workshop

Road safety is an increasing problem for many countries around the world, especially those in the developing world that are experiencing rapid growth in motorization. The Second UN Decade of Action in Road Safety is highlighting this problem, especially in “middle” and “low” income countries.

In response to the call to action in this Second Decade of Action, Road Safety International (RSI) proudly presents a workshop about designing and managing safer roads that is practical, interesting and highly informative. It is held in a beautiful part of a large country with major road safety issues. The island of Bali offers many opportunities for participants to experience real road safety engineering challenges, and to discuss practical options for improvement.

At RSI we recognise that the world is desperately short of experienced road safety engineers. We want to help to overcome this. Our next 5-day workshop will be held in beautiful Bali (Indonesia) between 20-24 May 2024. This workshop is our contribution to the fight against road trauma in the rapidly motorising world. It is:

  • Held in a developing country, with its wide mix of road users and safety problems

  • In an excellent venue (https://www.hyatt.com/hyatt-regency/en-US/dpsbl) just 30 minutes from a major international airport (good connections to almost anywhere), on one of the world’s premier tourist islands

  • Practical – presentations mixed with real-life case studies, plus two site inspections

  • Internationally experienced and recognised presenters

  • Heaps of practical examples from countries across Asia, Middle East, Eastern Europe, Africa, the Pacific, Australia and North America

  • Conforms to the AUSTROADS Road Safety Engineering Course Syllabus

  • Blackspot investigations, road safety audits, roadside hazard management are detailed

  • Emphasis is on practical solutions that address real problems in emerging countries

  • Aimed at engineers, Police and other professionals who are responsible for road safety engineering in the rapidly motorising nations of this world.

Do you want to become an accredited road safety auditor? The Bali Workshop meets the requirements of the new AUSTROADS audit manual towards accreditation as a road safety auditor.

Do you want to rid your road network of hazardous locations? This workshop will give you the knowledge to do this. Our workshop emphasizes the safety needs of all road users and helps participants to develop their knowledge, skills and judgement in all aspects of road safety engineering including:

  • Road safety audits

  • Accident investigations (blackspots)

  • Roadside hazard management

  • Road safety at road works

The workshop will benefit a range of professionals from organisations including national and provincial government agencies, national highway authorities, development banks, consultants, local government engineers, others involved in road safety (now and in the future) and those wishing to;

  • Discover more about the latest practices in road safety engineering

  • Learn how to analyse crash data and to develop appropriate cost-effective countermeasures

All presentations are in English, delivered by experienced presenters who are aware of the need to accommodate attendees for whom English may be a second language. We expect to welcome attendees from a number of countries; cross border learning from each other is another positive outcome from this workshop. Maybe some career-long professional connections will be made!

Lead Presenter

Phillip Jordan, Principal Consultant of Road Safety International is the lead presenter at the workshop. He has a long history in the traffic and road safety engineering disciplines gained in Australia, England, South-East Asia, Middle East and a range of countries across the globe. He is particularly recognised for his work in road safety audit, blackspot investigations, and in roadside hazard management. Phillip was the founder of the 5 day road safety engineering workshop that has been held since 1999 in Melbourne (Australia) for the state road authority. It is the required workshop for auditors in Victoria.

He has conducted many dozens of road safety engineering workshops for government staff, consultants, contractors, designers, researchers, students, Police and bureaucrats in countries from South Africa to China, from Iran to Samoa, and from Indonesia to Spain. As a pioneer in the introduction of the road safety audit process in many countries, Phillip is widely respected in this field.

Other presentations are to be made by experienced practicing professional engineers - including David Nash (an experienced international consultant and expert in traffic signals, and traffic signs), and Ravishankar Rajaraman (an expert in crash investigations and crash data). This will be a practical workshop. We encourage learning by seeing and doing and to prepare attendees to make positive changes when they return home – refreshed and encouraged to make improvements in road safety engineering in their country.

Day 1 Introduction to road safety engineering

  • Welcome to the workshop!

  • Global road safety issues and an introduction to Road Safety Engineering

  • The “Safe System” – what it means in practice

  • The importance of good crash data

  • Your RSE toolbox – what works, what doesn’t?

  • Safer roads for pedestrians

  • Safer road signs, line marking and delineation

Day 2 Blackspot investigations

  • Successfully treating hazardous road locations (“Blackspots”)

  • Looking for patterns in crash data - preparing collision diagrams and crash factor grids

  • Benefit/cost analysis (including the use of Crash Reduction Factors)

  • Examples of successfully treated blackspots from around the world

  • Safer intersections

  • Road safety at road work sites

    • Developing a Traffic Management Plan (TMP)

    • The Zone concept

Day 3 Road safety audit (theory), and roadside hazard management

  • An introduction to road safety audit - the essentials

  • Key steps in an audit

  • Managing audits

  • The known benefits and costs of road safety audits

  • Roadside Hazard Management - what is this and why is it important for your road authority?

  • Understanding the clear zone concept and the roadside hazard management strategy

  • The three groups of safety barriers - rigid/semi-rigid/flexible barriers. When and how to correctly use them

Day 4 Road safety engineering - site inspections

  • Site inspections of local blackspots. (Learning by seeing and doing in small teams)

  • Site inspection of the road safety audit case study (in teams)

  • Participants will travel by bus to various sites across the island that are known hazardous locations (for blackspot investigations), or are new road projects (for audits)

Day 5 Road safety engineering - practice

  • Team reports on the blackspot investigations and recommended treatments for each site

  • Team audit reports to the workshop

  • Panel discussion about the key steps ahead to advance safer roads for all

  • Key takeaways from the workshop

  • Workshop summary, close and presentation of certificates
